Indiana Department of Transportation Appoints Jerry Halperin

The Indiana Department of Transportation (INDOT, has appointed Mr. Jerry Halperin of the Office of Urban & Corridor Planning, Transportation Development Specialist/Bicycle Pedestrian Coordinator.

An 18 year veteran of the Indiana Department of Transportation, and an avid bicyclist, Mr. Halperin serves on the board of the Central Indiana Bicycling Association.

In May, 2009, the Federal Highways Administration (FHWA), mandated that state departments of transportation develop plans for the oversight and development of pedestrian and bicycle pathways along with state roadways under new federal guidelines.

In a recent interview, Mr. Halperin delineated to the Hoosier Rails To Trails Council (HRTC): “INDOT is committed to the complete streets concepts and will try to incorporate it into our designs when applicable.”

The “complete streets” concept takes the now federally counseled viewpoint that street design and operation ought to “enable safe access for all users, pedestrians, bicyclists, motorists and transit riders of all ages and abilities.”*
